The Fisherman is a character who appears in every Shantae game. He is often seen in Scuttle Town. Occasionally, he has wisdom to share with Shantae regarding her travels.
While he doesn't have much of a personality, in Risky's Revenge he seems concerned about Scuttle Town's ability to host the Relic Hunter Expo.
